Infra Capital Ventures exists at a specific intersection: sponsors with deep government relationships and signed contracts but not the development bench to execute them, and institutional capital that will only move for a certain kind of deal, structured a certain way. We stand in the middle and do the assembly work.
Dr. Mohamed S. Huubse is an investor relations manager, equity finance consultant, and PPP specialist who has spent his career operating at the intersection of sovereign counterparties, institutional capital, and multi-billion-dollar infrastructure delivery.
Deals arrive to him informally and constantly — most often as a WhatsApp forward from a minister, a former counterparty, or a fellow advisor. Over years, that flow built a set of relationships on both sides of the table: government leaders and EPCs who trust that a project sent to Mohamed will either get a fast, respectful "no" or a serious effort to close.
Infra Capital Ventures was founded to make that trust repeatable. Not to scale it — to systematize it. The screening funnel, the sector mandate, the stamped-contract requirement, the routing discipline between capital pools: all of it exists so that no relationship on either side is spent lightly.
Matt Semegran is an operator. He has built and sold companies and has sat on both sides of multiple M&A transactions. He has raised and structured capital through joint-venture vehicles of the same type used on the projects Infra Capital Ventures carries.
His contribution is operational tempo and risk discipline. He designs the diligence frameworks, routing logic, and checklists that turn a complicated but highly repeatable process into one that moves at institutional speed — and applies AI only where it removes real friction. The outcome is tighter risk profiles, fewer stalled workstreams, and a cleaner path from signed contract to first drawdown.
John A. Wood spent over 40 years across city government, commercial and mortgage banking, and non-profit community development finance. That included two stints with the City of Kansas City — the last ten years as Assistant City Manager and Director of the Neighborhoods and Housing Services Department, before retiring in 2021 — as well as the Federal Reserve Bank of Kansas City, Wells Fargo Home Mortgage, and the Greater Kansas City Local Initiatives Support Corporation (LISC).
He led Kansas City's completion of the Beacon Hill redevelopment in 2021, delivering over 400 single-family and multi-family housing units plus mixed-use and commercial development totaling more than $150 million in new investment. He served as the city's point-man on the Linwood Shopping Center redevelopment, addressing an eastside food desert with a new 40,000 sq. ft. full-service grocery store and renovation of 26,000 sq. ft. of existing retail. He oversaw a new city housing policy in 2018 and directed a department of over 300 management and labor staff on a $58-million budget covering housing, code enforcement, dangerous-building abatement, the Land Bank, city towing, and animal control.
John has served on numerous boards, including the Folly Theater, the Planned Industrial Expansion Authority, and the Greater Kansas City Community Foundation, and is past board chair of Truman Medical Center.
A dozen deals in flight at any time. Two capital pools. One founder who takes every intake call personally. In-country agents in the jurisdictions we work in — because a contract nobody physically retrieved is not a contract.
A short screening, then a call. Not a pitch — a mutual read. If we're the right partner for the project, both sides will know inside thirty minutes.
